The center functions as agent and provides social security service for the floating population £º
Set up personal files for the floating population and manage their personnel files, administration, labor relationship and Party-League relation. Act as agent of the floating people for the technical title evaluating, political records examination, and the identification of one¡¯s identity and length of service; pay social insurance on behalf of the client and making a college student attain the permanent status and rating.

Extend personnel agent service to the personnel departments of enterprises

The recruitment of middle-level technicians
The Labor and Personnel Bureau of TEDA have signed the agreement with technical secondary schools in Tianjin and provide the enterprises with middle-level technicians in machinery, electronics, electric, and chemical industry. They also offer, according to the needs of enterprises, vocational training for students helping them adapt to the new job as soon as possible after graduation.
The recruitment of migrant workers (operators)
- It is estimated that the ratio of labor cost of a migrant worker to a local worker is 0.7©s1.
- There are 13 labor supply bases scattering around Tianjin, Hebei, Liaoning and Shandong. The farthest base is 7-8 hours driving from TEDA, while the nearest 3-4 hours.
- The education level of migrant workers ranges from middle school to senior high school and technical secondary school. Their average wage is RMB 600 /per month. A special or technical secondary school graduate earns RMB 700-800 a month.
- Each base has an office in TEDA to assist the enterprises in the management of migrant workers.
- The procedures of recruitment: The enterprise puts forward the quota needed ¡ú reports to Labor and Personnel Bureau of TEDA ¡ú the Bureau issues the message to bases ¡ú bases supplies laborers to the Bureau ¡ú the laborers go to TEDA for the interview.
